Libya has officially launched the "E-Visa Libya" platform effective 30.06.2026.

Latest update (22.08.2026): According to recent information, e-visa applications for companies will be available soon; I will keep you posted (currently, only private individuals can apply).

First, log in to evisa.gov.ly and create an account.

To ensure a flawless application, please prepare the following in advance:

All in JPEG format:  passport scan (photo page), personal photo (with white background), passport scan of the sponsor in Libya (if applicable), scanned sponsorship supporting document (example: support letter from the project owner in Libya - if applicable).

Complete the application form (first stage) while strictly removing any extra spaces after the end of words or sentences.

Note: If you are unable to proceed to the payment stage, please try completing the application form in Arabic.

Please note that payment of USD 63 (Sixty-Three United States Dollars) by credit card or debit card is required.

Libya, 30.06.2026 tarihinden itibaren geçerli olmak üzere “E-Visa Libya” platformunu resmen hizmete açtı

Son güncelleme (22.08.2026): edinilen son bilgilere göre, şirketler için e-vize başvuruları yakında mümkün olacak; sizi gelişmelerden haberdar edeceğim (şu anda sadece özel bireyler başvurabiliyor).

Öncelikle, evisa.gov.ly adresine giriş yapın ve bir hesap oluşturun.

Sorunsuz bir başvuru için lütfen önceden aşağıdakileri hazırlayın:

Hepsi JPEG formatında: pasaport taraması (fotoğraflı sayfa), kişisel fotoğraf (beyaz arka fon), Libya’daki kefilin pasaport taraması (uygulanabilirse), destekleyici kefalet belgesi taraması (örnek: Libya’daki işveren destek yazısı - uygulanabilirse).

Important Reminder: Article 103 of the new ACR (600-2024) concerning the 15% Advance Payment

Compared to the previous regulations, Article 103 of the new ACR (pursuant to Decision No. 600-2024) introduces a fundamental change in the method of releasing the advance payment to the contractor. Accordingly, the 15% advance payment has been divided into three parts and is paid to the contractor in stages as follows:

• 5% of the total value of the contract to be released to the contractor upon the official site handover.
• 5% of the total value of the contract upon approval of the construction time schedule by the project owner or by the appointed consulting office.
• 5% of the total value of the contract upon completion of the temporary facilities at the jobsite (contractor's site office, warehouse, workshop, etc ).

Viable Solution: Because each instalment demands specific guarantees and missing any milestone suspends subsequent payments, a practical approach is to apply for the advance payment only after successfully completing all three stages.

Önemli Hatırlatma

Eski yönetmeliğe kıyasla, yeni Kamu Projeleri Sözleşmeleri Yönetmeliği’nin (2024 tarihli 600 sayılı Karar uyarınca) 103. Maddesine göre müteahhide ödenecek avansın ödeme yönteminde köklü bir değişiklik söz konusudur.
