Libya Africa Investment Portfolio (LAIP) approves the establishment of a joint-stock company for the manufacture and marketing of cement in Misrata

LAIP decided to establish a joint-stock company for the manufacture and marketing of cement, and instructed the Executive Management to proceed with the incorporation procedures.

The Libya Africa Investment Portfolio (LAIP) is reviving the stalled Misrata Cement Factory, a project inactive since 2012. Key partners include the Chinese firm Sinoma-Wuhan and local agencies like the Industrial Research Centre.

Project Goals and Phasing

  • Phase One: 2 million tons of cement per year
  • Phase Two: 4 million tons of cement per year
  • Purpose: Supply local needs and export extra stock
  • Current State: 32 percent complete from work done before 2012 

Infrastructure and Planning

  • Raw Materials: Studies show enough local stone for 50 years.
  • Power and Fuel: Talks are underway with the General Electricity Company of Libya and oil groups for gas and heavy fuel oil.
  • Access Road: Plans include a 10 km paved road to link the site to the main roads.
