Any construction project, undoubtedly, consumes massive amounts of diesel fuel for daily site activities. In Libya, because the state-run Brega Petroleum Marketing Company typically delivers fuel only once a month, contractors must make logistical arrangements to store at least a 30-day supply in large on-site storage tanks.
The financial incentive to do so is significant. Libya offers some of the cheapest diesel prices in the world at just 2.4 US cents per liter (0.150 LYD). To capitalize on these subsidized rates and secure bulk monthly requirements, newly established branches of international construction companies operating in Libya for the first time must formally register with Brega.
The Updated Brega Registration Checklist
According to the latest regulatory updates from Brega, international contractors must compile and submit the following mandatory documents:
- Application Letter: A formal request written by the contracting entity.
- Approved Jobsite Map: A site map officially approved by an engineering bureau.
- Articles of Association: A verified copy of the contractor's corporate articles.
- Commercial Registration: A valid copy of the company's local registration.
- Activity License: A valid copy of the company's operational business license.
- Tax Clearance Certificate: An official tax clearance issued specifically in favor of Brega.
- Chamber of Commerce Certificate: A valid membership copy from the Chamber of Commerce.
- Municipality Statement: A formal statement from the local municipality where the construction site is situated.
- Authorization Letter: An official letter naming the company's appointed representative before Brega, attested by a notary public.
- Representative ID: Identification proof of the company’s appointed representative.
- National Safety Authority Approval: A letter of approval issued by the National Safety Authority in Libya.
- Undertaking Form: A completed form ensuring the company does not receive duplicate supplies from independent distribution companies. (Note: This form must be signed and stamped by all four licensed fuel distribution companies operating across Libya: Highway Services Company, Sharara Oil Company, Al-Rahila Company, and Oil Libya).
- Representative's Compliance Undertaking: A written pledge by the appointed representative confirming compliance with all active regulations.
- Contractor’s Association/Syndicate Membership: A recent mandatory requirement from Brega. (Note: Membership fees vary by location; for example, registration in Libya’s Central Region costs approximately USD $3,000 or the Libyan Dinar equivalent per year).
- Site Inspection Undertaking: A written agreement allowing authorized Brega representatives to access and inspect the construction site.
RECENT UPDATE (effective 22nd September 2026): Brega now requires the "Green Industrial Transformation Form" (issued by the Libyan Ministry of Industry and Minerals) as a prerequisite for registration. Along with the completed form, you must submit the National ID number of the Libyan Branch Manager or Deputy Branch Manager, a brief report on the company's electricity/water/fuel consumption, a copy of the company's Articles of Association and Company Charter, office/plot lease contract(s) if any, the site master plan, and a brief description of the company's activities in Libya.
